Subject to the provisions of § 9-3-1 of this chapter, and except in those instances where a lower speed is specified in or pursuant to the provisions of this title, it shall be prima facie lawful for the driver of a motor vehicle to drive the same at a speed not to exceed the following, but in any case when such speed would be unsafe, it shall not be lawful to travel at speeds in excess of the following limits:
(A) Twenty mph in any business district;
(B) Twenty-five mph in any residence district, unless a different speed is fixed and duly posted;
(C) Twenty-five mph in any school zone between 7:30 a.m. and 5:00 p.m. on days when school is in session;
(D) Ten mph in any alley; and
(E) Twenty mph in any park.
