Any owner or occupant of a building adjacent to a street or alley, desiring a certain “no parking” loading space immediately in front of an entrance to such building, shall make application to the Chief for the foot frontage desired and give all requisite information. The Chief shall submit such application to the Council, shall have authority to grant the same or a lesser frontage and shall issue to said applicant a permit. Such permit may at any time be withdrawn or limited by the Chief and said permit shall immediately stand withdrawn or limited in accordance with the order of the Chief until the first meeting of the Council subsequent to such withdrawal or limitation, at which time the Chief shall submit all the facts pertinent thereto and reasons therefor to the Council. The Council shall have the power to approve, revoke or modify the action of the Chief in the withdrawal or limitation of the permit To aid in enforcing the provisions of such permit, holders of the same shall have the right to place “no parking” signs on the sidewalk marking the limits of such “no parking” space. Such signs shall be of exact size, character and description required by the Chief and shall be provided at the expense of the holder of the permit and shall bear the number of the permit issued by the Department. No operator shall park in any such special “no parking” space except when the building is closed to the occupants or the general public.
