§ 9-1-1 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates of requires a different meaning.
   BUS STOP. The usual place designated and plainly marked by the department for buses to stop and load and unload passengers.
   BUSINESS DISTRICT. The territory contiguous to and including a highway when 50% or more of the frontage thereon for a distance of 300 feet or more is occupied by buildings in use for business.
   CHIEF. The Chief of Police or ranking official in charge of the Police Department.
   COMMERCIAL VEHICLE. All vehicles used for transportation of passengers for hire and those constructed or used for transportation of merchandise. All vehicles taller than ten feet in height, wider than eight feet in width or longer than 22 feet in length shall be considered commercial vehicles. Vehicles of business ownership that comply with these conditions taken home by employees shall not be considered COMMERCIAL VEHICLES, however, trailers shall be included in the length of the vehicle for the purposes of measuring overall vehicle length. Recreational vehicles, including trailers, shall not be considered COMMERCIAL VEHICLES if parked wholly on private property.
   CROSSWALK. The part of the highway ordinarily included within the prolongation or connection of the lateral lines of sidewalks at intersections and such other places as may be indicated for pedestrian crossing by a “limit line”.
   DAY TIME. The time between 30 minutes before sunrise and 30 minutes after sunset.
   DEPARTMENT. The Department of Police.
   DOUBLE PARKING. The standing of a vehicle upon a highway outside of another vehicle which is parked at the curb.
   FOOD TRUCK. A licensed vehicle or trailer equipped to cook and sell food.
   FRONTAGE OCCUPIED BY BUILDING. The linear measure of the plot of ground upon which the building is located abutting upon the highway shall be deemed FRONTAGE OCCUPIED BY THE BUILDING and the phrase “frontage on such highway for a distance of 300 feet or more” shall mean the total frontage on both sides of the highway for such distance.
   HIGHWAY. Any street, alley, avenue, boulevard or other road, square or public place open to public travel.
   LIMIT LINES. Any portion of a highway visibly marked to establish bounds for traffic or pedestrians.
   LOADING. The expeditious taking on or discharging of passengers or merchandise from vehicles.
   MOTOR VEHICLE. Every vehicle which is self-propelled.
   NIGHT TIME. The time between 30 minutes after sunset and 30 minutes before sunrise.
   ONE-WAY STREET. A street where vehicular traffic is permitted to move in one direction only.
   OPERATOR. Any person who is in actual control of a motor vehicle upon a highway, and with reference to parking provisions, any person parking or moving a vehicle whether remaining in such parked vehicle or not.
   OWNER. Any person who holds the legal title of a vehicle or any person who has the exclusive use thereof, under a lease or otherwise, for a period greater than 30 days.
   PARKING. The standing of a vehicle, whether occupied or not, upon a highway for the purpose of or while actually engaged in loading and unloading or in obedience to traffic regulations, traffic signs or signals.
   RECREATIONAL VEHICLE (RV). Both motor vehicles and towable trailers primarily intended for leisure activities such as camping and vacations. A RECREATIONAL VEHICLE normally includes a kitchen, a bathroom and one or more sleeping facilities.
   RESIDENCE DISTRICT. The territory contiguous to and including a highway, not comprising a business or school district, when 40% or more of the frontage on such highway for a distance of 300 feet or more is occupied by dwellings.
   SCHOOL DISTRICT. The territory contiguous to and including a highway for a distance of 200 feet in either direction from a school house.
   SIGN. Any suitable department device advising the public of a traffic regulation.
   STOP STREET. A highway designated by the Council and marked by the Department, at which vehicles must stop before turning into a crossing.
   SUMMONS. A writing signed by a duly constituted officer of the city directing an appearance before a magistrate at a specified time.
   TRAFFIC SIGNAL. Any device, whether manually or automatically operated by which traffic is alternately directed to stop and proceed.
   TRAILER. A vehicle which is not self- propelled, but is designed to be coupled to or pulled with a self-propelled truck, tractor or other vehicle.
   VEHICLE. Every device or other contrivance used or capable of being used as a means of transportation on land, except devices used exclusively upon stationary rails or tracks.
