(A) Charges for use of the city’s storm water utility system are due and payable as part of a combined service account under the same terms and conditions as payment for water service as established by the Water Department. The fee shall be collected with the consumer’s regular monthly water, sewer, and garbage collection bill and shall be shown as a separate item on the bill. The owner, or tenant, of any dwelling unit receiving a water service fee only, a sewer collection fee only, or a garbage collection fee only, or any combination thereof, will be charged a storm water utility fee.
(B) Bills not paid within the time prescribed in the billing schedule shall be delinquent. If a bill remains delinquent for 30 days, then the Water Department shall inform the City Clerk of such delinquency. The City Clerk shall then notify the owner of the property of the existence of the delinquent bill and shall notify the owner that unless the bill is paid within 30 days from the date of the notice, it shall be certified by the City Clerk to the County Treasurer for collection in the same manner as other taxes. If, after the expiration of 30 days from the date of the notice, the bill remains unpaid, then the City Clerk shall certify the bill to the County Treasurer. All delinquent bills, so certified, will include a service charge of 15% of the total bill, but not less than $1.
