§ 8-11-1 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates of requires a different meaning.
   COMBINED SEWERS. A sewer receiving both surface runoff and sewage.
   INFLOW. Any extraneous water resulting from surface runoff, roof drainage, yard and areaway drainage, cross-connections, faulty manholes, surface runoff into basements or crawl spaces or any other surface runoff that enters the sanitary sewer system.
   NATURAL OUTLET. Any outlet into a watercourse, pond, ditch, lake or other body of surface or ground water.
   PERSON. Any individual, firm, company, association, society, corporation, group or government entity.
   PUBLIC SEWER. A sewer in which all owners of abutting properties have equal rights and is controlled by public authority.
   SANITARY SEWER. A sewer which carries sewage and to which storm, surface and ground waters are not intentionally admitted.
   SEWAGE. A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with ground, surface and storm waters as may be present.
   SHALL; MAY. “Shall” is mandatory; “may” is permissive.
   STORM SEWER. A sewer which carries storm and surface and drainage, but excludes sewage and industrial wastes other than unpolluted cooling water.
