§ 8-7-5 METERING STATIONS, CALIBRATION REPORTS AND INOPERABLE METERS.
   (A)   When required by the Superintendent, the owner of any property serviced by a building sewer carrying industrial wastes shall install a suitable control manhole together with such necessary meters and other appurtenances in the building sewer to facilitate observation, sampling and measurement of the waste. Such manhole, when required, shall be accessibly and safely located, and shall be constructed in accordance with plans approved by the City Engineer. The manhole shall be installed by the owner at his or her expense, and shall be maintained by him or her so as to be safe and accessible at all times.
   (B)   The owner of any property serviced by a building sewer carrying industrial waste when required by the Superintendent shall maintain metering and sampling equipment in continuous, effective operation at the owner’s expense. Said owner shall have the metering equipment calibrated by a qualified individual at least once every six months and the Wastewater Superintendent shall be provided with a copy of the calibration report.
   (C)   If the required metering equipment is inoperable for two consecutive billing periods (months), then the owner’s sewage bill shall be increased by taking the average month’s flowage rate for the last six operable months and increasing that average by 20%. The owner shall then be billed for the average flowage rate plus 20% for all subsequent months until the metering equipment is operating properly, has been calibrated by a qualified individual and a copy of the calibration report has been provided the Wastewater Superintendent.
