(A) City employees, except for employees under Civil Service pursuant to Iowa Code 400.17(3)(a), must be residents of the State of Iowa at the time employment with the City begins and shall remain Iowa residents during employment. Civil Service employees shall be governed by this policy, following the two-year period set forth in Iowa Code 400.17(3)(a).
(B) City employees must reside within the number of air miles of the city limits as specified by the written policies of their department heads, as approved by the city manager, but not to exceed twenty (20) air miles of the city limits. For purposes of this section only, the annexed strip of land that runs along the Burlington Northern-Santa Fe Railroad right of way to the industrial area southwest of the city, where 2597 Henry Layden Drive and 2467 Highway 61 are currently located, shall not be considered as city limits, and shall not be used to calculate the twenty (20) air mile limitation.
(C) The City Manager may grant temporary exceptions for new employees as deemed appropriate and necessary. Permanent exceptions for employees may be permitted with the approval of the employees’ supervisors and the City Manager, if said exception is negotiated at the time of hire and if the employee is not filling an essential services position where reporting to work quickly in an emergency may be a necessity.
