An Employee Personnel Manual setting forth appropriate disclosure of information relative to all city employees, including, but not limited to, benefits, work rules and regulations shall be developed and reviewed at least annually by the City Manager and changes must be approved by the City Council by resolution. Said Personnel Manual shall apply to all city employees, except to the extent the Personnel Manual is in conflict with collective bargaining agreements negotiated under Iowa Code Chapter 20.
