Every person using the waterfront or adjacent waters, whether under the terms of this chapter or any official permit, lease or consent, or otherwise, shall do so at his or her own risk, and neither the city, nor its Parks Board nor any official or employee of the city or Board shall be in any manner liable for damage to person or property in connection with or in any way related to such use.
