No member of the city’s Police Department Reserve Officers Unit shall carry a weapon in the performance of his or her duties until such time as he or she has completed firearms training and has been certified to allow issue of a weapons permit by an academy-certified firearms instructor. After approval for a weapons permit, a member of the Reserve unit may carry a weapon in the performance of his or her official duties as authorized by the Chief of Police.
