All appointees to the Police Department Reserve Officers Unit shall have the following qualifications:
(A) They must be citizens of the United States or have received naturalization status;
(B) Must be at least 18 years of age;
(C) Must be able to secure and hold a weapons permit;
(D) Must have a valid Iowa driver’s or chauffeur’s license;
(E) Must never have been convicted of a felony;
(F) Must be in good health, sound body, steady habits and good moral character;
(G) Must be a high school graduate with a diploma or equivalency certificate;
(H) Must be able to read and write the English language;
(I) Must reside within ten miles of the corporate city limits in the state; and
(J) Must be committed to providing quality and professional law enforcement services through the community policing concept.
