§ 7-8-4 STREETS; SIDEWALKS NOT TO BE OBSTRUCTED.
   It shall be unlawful for any person, to allow any locomotive, car or cars or train or cars to obstruct any street, avenue, alley or sidewalk for a period of longer than ten minutes.
