§ 7-8-3 SIGNAL TO BE GIVEN.
   At all railroad crossings not controlled by flashing lights and bells or flashing light and gates, it shall be the duty of the conductor or engineer of any locomotive, railway car or cars attached or unattached thereto, but a part of a combination of cars or car under their control to cause an appropriate warning signal to be given upon the approach of a train or part thereof to any street or highway crossing. This will encompass the use of a flagman using red flags during daylight hours and flares or comparable equipment at night to insure that no danger is imposed to motor vehicles and pedestrians using the crossings. Whenever any person or animal may be upon the railroad tracks, a warning signal will be given and if necessary to avoid danger, to slacken the speed of such train or stop said train.
