It shall be unlawful for any person, to run or move any locomotive, car, or cars upon any railroad track within the City limits in excess of the following speeds:
(A) Thirty mph on the A.T. & S.F. Railway Company tracks between the east City limits and 20th Street;
(B) Thirty mph on the C.B. & Q. Railroad tracks between their mile post No. 203 as presently located adjacent to the water works and 35th Street; and
(C) Fifteen mph on any railroad tracks located north of the Burlington Northern mainline tracks.
