Any person who tortures, torments, deprives of necessary sustenance, mutilates, leaves any toxic substance where an animal can reach or shoots with a BB gun, air rifle, arrow and the like or overdrives, overloads, drives when overloaded, cruelly beats or cruelly kills any animal, or unnecessarily fails to provide the same with proper food, drink, shelter or protection from the weather, or drives or works the same or commits any other act or omission by which unjustifiable pain, distress, suffering or death is caused to any animal, shall be deemed guilty of a misdemeanor. Training collars that utilize prongs or employ painful choking are prohibited.
