Animals or fowl impounded may be sold by the city to the highest bidder for cash after giving at least five days’ notice of such sale by one publication in a newspaper of general circulation in the city. The money arising from a sale shall pay all expenses of taking and keeping said animal or fowl and the balance, including fees, shall be paid to the city.
