If any animal or fowl is found contrary to the provisions of this chapter, it shall be the duty of such person or entity as designated by the Chief of Police to impound such animal or fowl and charge an impound fee, which is payable to the City Clerk, any person claiming such animal or fowl so impounded shall pay the City Clerk for day or part of a day’s keep for each animal or fowl. The impounding fee, plus all per diem keep fees, must be paid in full before the animal or fowl is released from impoundment. Such fees shall be set by resolution of the City Council.
