(A) Any person who shall walk or ride an animal on public or private property shall provide for the disposal of the solid waste material excreted by that animal by immediate removal of the waste. A violation of this section shall be a municipal infraction.
(B) Exemptions: the solid waste removal provision of this section shall not apply to those animals associated with the Tri-State Rodeo event for two days preceding, during and two days after the rodeo.
