It shall be unlawful for any person, owning or harboring any dog or cat, to allow such dog or cat to run at large within the city. For the purpose of this section, a dog shall be considered not to be at large whenever said dog is under the control of a person by means of a leash, chain, cord or rope of not more than ten feet in length and of sufficient strength to control said dog. Every violation of the provisions of this section shall constitute a separate offense.
