§ 1-9-1 POSITION OF CITY MANAGER.
   The position of City Manager is hereby created as a position to be filled by action of the Council by majority vote. The City Manager shall be the chief administrative officer of the city. The City Council shall have the power to appoint or discharge the City Manager.
