§ 7-4-2 REQUIREMENTS.
   (A)   Each owner and each person in possession or control of any developed or underdeveloped lot shall be responsible to keep said lot along with the parking adjacent to alleys, public ways or areas up to the centerline of the ways free of any weeds and to keep grasses on said land mowed so that the grass is 12 inches or less in height.
   (B)   Each owner and person in the possession or control of any land shall not allow any plant growth to remain in such a manner as to render the streets, alleys or public ways adjoining said land unsafe for public travel or in any manner so as to impede pedestrians or vehicular traffic upon any public place or way.
   (C)   (1)   Where creek banks are found within any developed or undeveloped lot, the owner or person in possession or control shall be responsible to keep the flat or accessible portion of the creek bank free of any weeds and grasses more than 12 inches in height.
      (2)   If creek bank is within the right of way of a street or alley, the adjacent property owner or person in possession is responsible to maintain that portion of creek free of weeds.
