§ 7-3-1 DUTY OF OWNERS; SNOW, ICE; ACCUMULATIONS.
   It shall be the duty of owners, tenants and persons in charge of any lot, block or parcel of real estate abutting upon any sidewalk in the city to keep such sidewalk free and clear from all snow, ice and accumulations.
