§ 7-2-47 LOITERING UPON PUBLIC STREETS.
   It shall be unlawful for any pedestrian to loiter upon the public highway, or within five feet of the traveled portion of any roadway, or closer than the sidewalk on any roadway where a sidewalk exists, nor shall any pedestrian bodily impede, or impede by any other means, the flow of traffic on any public roadway, nor shall any person obstruct visibility of traveling motorists. This section shall not apply to city employees lawfully conducting traffic control for a lawful reason. Persons lawfully soliciting upon public roadways shall observe the requirements of this section.
