It shall be unlawful for any person to attach any antennas or radio wires to any pole used in conveying electric current, or to any pole carrying telephone or telegraph wires; or to string, place or continue any such antennas or radio wires over or to string any such antennas or radio wires in or on or across any street, avenue or alley. This section shall not apply to any attachments made under franchise granted by the city and with permission to the affected utility company.
