No person shall, except in proper defense of himself or herself or property, or a peace officer in the performance of his or her duties, fire off or discharge any cannon, gun, rifle or other firearm; provided, however, that, nothing herein shall apply to military funerals or public observances; hunting grounds possessing a valid special use permit as provided for in Title 10 of this code are exempt under the limited circumstances therein provided.
