Any person, unless properly authorized, other than an employee of the city or a member of the Fire and Building Department in the performance of his or her duty, who takes off or unscrews the cap from any water hydrant in the streets or avenues, or interferes or meddles with such hydrant in any manner, shall be deemed guilty of a misdemeanor.
