No owner or occupant of any premises shall construct, maintain or permit to remain thereon any fence or enclosure constructed wholly or in part of barbed wire; except that, barbed wire may be permitted as an addition on the top of a six-foot or higher cyclone type fence or to enclose an area of not less than five acres if such area is used solely for restraining animals or for agriculture purposes.
