No person shall place or throw any poison, poisoned food or substances on any street, avenue, alley, public or private grounds in such a way that it may endanger the life of any person or animal; provided, however, that, nothing herein shall prohibit the setting out of poison in a prudent manner upon one’s own premises for the purpose of exterminating vermin or rodents.
