Each member of the Police Department shall perform such duties as may be ordered by the Chief of Police and shall have the same powers as the Chief of Police to suppress riots, disturbances or breaches of peace. Each member shall have the power and it shall be the officer’s duty to arrest any person in the city found in the act of violating any law or ordinance, or aiding or abetting any such violation, or any person that the officer has reasonable information and belief has committed any public offense and who is likely to escape before a complaint can be filed and warrant issued for an arrest.
