The Clerk shall see that all accounting officers of all boards, commissions, departments and offices receiving or disbursing public funds shall file with his or her office, within 30 days from the expiration of the fiscal year of the city, a detailed report in writing showing the receipts and disbursements of all funds in the respective department, board, commission or office for the past fiscal year.
