The city may discontinue the water service afforded any party who has failed to pay their water service bill within 20 days of billing date unless the party has protested their water service billing as provided for in the preceding section. Before any party’s water service shall be disconnected the party shall be mailed notice by ordinary U.S. mail that their water service will be discontinued if their delinquent water service bill is not paid within ten days. A delinquency fee equal to 10% of the outstanding bill or $2, whichever is greater, shall be assessed with each such notice. Final notice of proposed discontinuation of the party’s water service shall be posted on the premises being provided the water service a minimum of 24 hours before discontinuance of service. A charge of $25 shall be assessed for each such posting. If the delinquent water service bill, delinquency fees and posting charges are not paid within ten days of mailing and 24 hours of posting of notice of discontinuance the city shall discontinue water service. Water service shall be reinstated upon payment of the outstanding delinquent water service bill, all delinquency fees and posting charges assessed under the terms of this section.
