No occupant or owner of any premises to which water is supplied will be allowed to supply water to other persons or families or to permit the same to be taken, or use or permit the same to be used for any purpose other than stated in the application. Any consumer violating this rule will be charged double the usual rates for water so taken or used and if such extra charge is not paid on demand, the water will be shut off from such premises.
