Educational facilities, public housing complexes and other institutions with a number of buildings may be master metered if they are not separated by a public thoroughfare. Master metering of such complexes must be requested in writing and approved by the city. If there is a livable dwelling inside these facilities, there will be a basic fee of $10 per month.
