No claim shall be made against the city by reason of the breaking or failure of any service pipe, meter or other appurtenance, or failure of the water supply from any cause, or damage arising from suspending water service or in connection with an emergency or the making of repairs to the waterworks system. The city does not guarantee a constant supply of water to any user and the right is reserved to suspend the water supply at any time, notwithstanding any permit granted to the contrary. The water supplied to users through the waterworks system is for human consumption and no claims will be allowed by the city.
