§ 1-7-8 REPORT TO COUNCIL.
   The Mayor shall, at the first regular meeting of the newly elected Council in January, and at such other times as he may deem expedient, report to the Council concerning the municipal affairs of the city and recommend such measures as to him or her may seem advisable.
