(A) Separation of yard waste required. All yard waste for collection by the city shall be separated by the owner or occupants from all other garbage and other waste accumulated on the premises and shall be placed in biodegradable paper bags that are approved by the city.
(B) Contents of containers.
(1) Containers may be filled with any combination of yard waste material, except brush and tree prunings more than one inch in diameter.
(2) Prunings and limbs greater than one inch in diameter shall be cut in three-foot lengths, bundled and tied securely with biodegradable rope (cotton, hemp) in bundles no larger than can be easily handled by one person and shall be placed with yard waste containers.
(3) Containers set out for collection shall have a gross weight not exceeding 75 pounds.
(C) Yard waste collection.
(1) City collection shall be made from one-family dwelling units up to and including four-family dwelling units in accordance with a schedule prepared by the Public Works Department.
(2) Containers shall be collected by the city when easily accessible to, but not more than ten feet distant from a public street or alley.
(D) Non-city collection locations. On properties not included in the city’s collection schedule, every owner or operator shall provide yard waste containers adequate to supply the needs of the establishment. All owners or operators will be responsible for private hauling on a regular schedule. Further, it shall be unlawful for any owner to permit to accumulate on any premises, improved or vacant, such quantities of yard waste, that shall constitute a health or sanitation hazard or nuisance.
(E) Owner may transport. Nothing in this chapter is intended to prevent the owner from transporting yard wastes accumulating on premises of the owner; provided, such yard waste is disposed of in a legal manner and location.
(F) Owner may compost. Nothing in this chapter is intended to prevent the owner from collecting and composting yard waste generated on the owner’s premises.
