The city, in cooperation with Great River Regional Waste Authority, encourages the recycling of waste materials and operates a system for the collection and recycling of recyclable materials.
(A) Residential recyclable material.
(1) Residential recyclable material shall be placed for collection within three feet of the adjacent street or alley.
(2) Collection shall be made by the city once every other week unless collection is precluded by weather conditions or a legal holiday.
(3) Collection shall be made from the adjacent street or alley.
(4) Residentially-generated recyclable material shall be placed only in containers approved by the city.
(5) Only residential recyclable materials specified in rules adopted by the city shall be placed in residential recyclable containers.
(6) All recyclable materials placed in containers for collection by the city shall become the property of the city.
(B) Other means of recycling. No provision of this chapter is intended to prohibit, restrict or discourage the recycling of waste materials by means other than placing recyclable materials in approved containers for collection by the city. All residents and operators of commercial and industrial facilities are encouraged to consider and accomplish recycling of waste materials by other lawful means.
