(A) Permit required. It shall be unlawful for any person or corporation to engage in the business of removing or hauling non-hazardous residential, commercial or industrial solid waste unless such person or corporation shall have first applied for and received a permit to do so from the Great River Regional Waste Authority.
(B) Display of permit number. All vehicles permitted under this section shall predominately display the permit number on the upper or lower left corner of the windshield of the vehicle upon a decal to be furnished by the Great River Regional Waste Authority.
(C) Permit exemptions.
(1) Vehicles owned and operated by the city or under contract to the city, shall be deemed to be engaged in a public service function and exempt from the requirements of this section.
(2) Such applicant, by making such application, forever indemnifies the city and agrees to save it harmless from any and all claims, demands, lawsuits or liability thereto, however arising from or in connection with or related to, directly or indirectly, the issuance of such permit or the doing of anything thereunder or the failure of such applicant, or the agents, employees, servants or independent contractors of such applicant, to abide by or comply with the provisions of this section, even though an act or omission of the city may have caused or contributed thereto.
(3) The provisions of this section shall be deemed to be a part of any permit issued under the provisions of this section whether expressly recited therein or not.
