§ 6-3-5 COLLECTION REQUIREMENTS.
   (A)   Garbage shall be accumulated in city issued 65-gallon or 95-gallon carts that are provided to each residential unit in the city. Lids should close on the carts to prevent rain water from entering the cart. Residents are to use plastic trash bags to contain garbage inside the city issued cart. Only trash from city issued carts will be collected.
   (B)   All carts should be placed out not earlier than 4:00 p.m. the day before collection and no later than 6:00 a.m. the day of collection. The city has no set time of arrival during the day of collection but will have the garbage collected by the end of their working day, unless notification is issued by the city.
   (C)   Garbage may be collected by the city for small commercial accounts which are churches, non- profits, or are located downtown. To fit into this small commercial account category, the business will be allowed to use no more than one 95-gallon cart, unless approved by the city.
   (D)   All garbage must be in the City-issued cart for collection.
   (E)   Carts shall be placed in a location designated for collection approved by the city’s Public Works Director or his or her designee. All carts should have three feet of clearance around the carts and be placed no more than three feet distance from the public street or alley for city staff to collect the carts. Carts shall be placed clear of vehicles.
   (F)   Ashes shall be completely cold and appropriately contained before being placed into the city issued cart.
   (G)   If collection of garbage takes place in the front or side of a home, the cart must be removed and placed back in its normal storage location within twenty-four (24) hours of collection. The normal storage location shall be either at the rear of the property or the side of the home.
   (H)   All carts are the property of the city. The cart remains at the assigned address or is returned to the city. A resident may be charged for the cost of the cart if the cart is removed from the designated address. At the time that service is discontinued the cart must be left out at the normal collection location to allow the city to remove the cart until service is restored.
   (I)   The cleaning of carts is the responsibility of the user or resident paying for the collection services from the city.
   (J)   Unless otherwise stated in this chapter, removal of any other items such as bulk waste shall be the responsibility of the owner or occupant.
