No person shall permit garbage to accumulate on residential premises occupied by him or her, except in outdoor receptacles as herein specified and then only after having been first thoroughly drained and securely wrapped in newspaper or similar material to prevent the foodstuffs from coming in contact with and adhering to the inside wall, bottom or cover of the receptacle.
