§ 6-3-1 SOLID WASTE DIVISION; DEFINITIONS.
   (A)   A separate division of the Public Works Department composed of the personnel, trucks and other equipment necessary to perform all functions pertaining to the sanitary collection of garbage and other waste is hereby created and shall be known as the Solid Waste Division of the city.
   (B)   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates of requires a different meaning.
   APPLIANCE. Air conditioners, dehumidifiers, dishwashers, dryers, freezers, furnaces, garbage disposals, heat pumps, humidifiers, microwave ovens, refrigerators, stoves, trash compactors, washers and water heaters.
   GARBAGE. Discarded and spoiled food and stuffs produced for humans, the waste parts of such foodstuffs and similar items. “Used food containers” shall mean tin cans, bottles, jars, glasses and other containers made from wood, clay, metal, plastic, paper and other materials which had been used to transport, to preserve and otherwise contain foodstuffs.
   OTHER WASTE. All other materials and substances discarded on the premises of the occupant or owner.
   RECYCLABLE MATERIAL. Residential recyclable materials specified in rules adopted by the city.
   YARD WASTE. Organic debris such as grass clippings, leaves, garden waste, brush and tree prunings, bark, branches and flowers which is produced as part of yard and garden development and maintenance. YARD WASTE does not include tree stumps.
   YARD WASTE COMPOSTING. Involves only yard waste in the composting process resulting in organic material from biological decomposition which can be used as soil condition or soil amendment.
