§ 1-6-4 QUORUM; ATTENDANCE AT MEETINGS.
   Four members shall constitute a quorum to transact business. A smaller number, as well as a quorum, may adjourn from time to time. The Mayor may compel the attendance of any absent member by sending a member of the Police Department for him or her.
