The Council shall meet at the Council room in the City Hall on the first Tuesday of each month at 5:30 p.m., and adjourned or recessed meetings may be held at such times and places as the Council may direct. Special meetings shall be held when called by the Mayor or any four or more members of the Council. With the exception of meetings called in case of an emergency, notice of such special meetings shall be given each member of the Council through Council’s city email at least 24 hours before the meeting.
