This chapter shall become effective on 4-1-2004 if a 7% hotel and motel tax is approved by a majority of those voting on the question at the time of the special election held on 12-30-2003 in the city. The provisions of this chapter may be repealed or the tax herein levied may be decreased by ordinance of the City Council effective on a date in the manner provided by state law.
