Before any license or permit shall be granted or issued, the applicant shall:
(A) Pay to the Clerk the annual license fee above specified;
(B) Have designated by the Chief of Police and approved by the Council a fixed and suitable cab stand or location; and
(C) Submit to the Clerk a signed statement acknowledging that the inspection performed by the city as provided in § 4-5-10 of this chapter is limited to the enumerated items and does not relieve the owner of the duty to maintain such vehicle in a state of good repair at all times.
