§ 4-4-3 EXEMPTIONS.
   The license provisions of this chapter shall not apply to:
   (A)   Persons selling fresh fruits or vegetables of their own growing;
   (B)   Non-profit organizations (non-profit organizations will, however, be required to file an application);
   (C)   Newspaper vendors;
   (D)   Sidewalks sales conducted adjacent to a retail outlet; provided that, such sales are limited to no longer than one week;
   (E)   Garage sales;
   (F)   Special events, as so designated by the City Council and maintained on a list by the City Clerk, will be exempt from this chapter as well as any peddler or transient merchant formally sanctioned by the event sponsor. The event sponsor will be required to file a list with the City Clerk of formally sanctioned peddlers and transient merchants at least one day prior to the event;
   (G)   Persons who sell goods at wholesale or discounts and only sell to businesses; and
   (H)   Transient merchants operating within a transient merchant plaza; provided that, the sponsor of the plaza shall have obtained a license.
