§ 3-5-3 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates of requires a different meaning.
   FIRE AND BUILDING DEPARTMENT. The department of the city designated by the City Manager to administer the provisions of this chapter.
   BUILDING OFFICIAL. An employee of the city authorized by the City Manager to supervise the Fire and Building Department, or his or her designee.
   CHANGE IN TENANCY. Every time a new person begins residing in a rental housing unit.
   ENGAGE IN THE BUSINESS OF RENTAL HOUSING. Renting or offering to rent a rental housing unit.
   INSPECTOR. Any employee of the city authorized by the City Manager to conduct inspections in accordance with the provisions of this chapter.
   OWNER. The contract purchaser, if there is one of record, otherwise, the recordholder of legal title.
   RENT. To grant the possession, use or enjoyment of, in exchange for money or any other consideration.
   RENTAL HOUSING PROPERTY. A parcel of real property, as shown on the latest equalized tax assessment roll as maintained by the Assessor, upon which a rental housing unit is maintained.
   RENTAL HOUSING UNIT. A single unit of residence for a single housekeeping unit of one or more persons, which is being rented, or is intended to be rented. Examples of HOUSING UNITS covered by this chapter include apartment units, condominiums, duplexes and single-family houses. RENTAL HOUSING UNIT also includes other types of residential units that provide for sleeping accommodations, but bathing or cooking facilities are shared by occupants of more than one unit, such as residential or single-room occupancy hotels. This does include all residential units registered and rented through online websites like www.booking.com, www.airbnb.com and similar. This does not include units used for lodging such as dormitories, group homes, rooming or boarding houses, hotels, motels and bed and breakfast inns only if said lodging units are already inspected by the Fire and Building Department for life safety inspection.
   SUPPLIED FACILITIES. A rental unit in which the owner has provided appliances, cabinetry, furniture or other material pieces which are not required for the normal operation of the rental unit. This shall include, but not be limited to, appliances such as dishwashers, clothes washing machines, clothes dryers, stoves, ranges, refrigerators, cabinetry and shelving.
