Before issuing a permit for cutting into or through a pavement surface or street surface, the City Engineer shall require the person making application for such permit to make a cash payment to the city in the amount set out from time to time by resolution of the City Council. It shall be the duty of the City Engineer to determine the size of the cut at each location for billing. Any person more than one month in arrears on any account for a previous surface cut will not be entitled to any additional permit until the account is paid.
