In addition, a newsrack shall be deemed abandoned when no publication is in the newsrack for a period of more than seven consecutive days.
   (B)   In the event a permit holder desires to voluntarily abandon a newsrack location, the permit holder shall notify the Zoning Administrator, completely remove the newsrack and mount, and restore that portion of the public right-of-way to its original condition (i.e. replace sod, damaged sidewalk or other surface).
   (C)   Any abandoned newsrack removed from the public right-of-way shall be stored by the city for a period not to exceed 30 days. At the end of this period the city may dispose of the newsrack in any manner deemed appropriate by the city.
