§ 33.25 PUBLIC HEARING.
   (A)   At the meeting of the City Council at which the budget message and budget are submitted, the budget officer shall cause to be published a notice of the place and time of the budget hearing, and a summary of the proposed budget, not less than seven days nor more than 30 days before the public hearing. At the time and place do advertised, the City Council shall hold a public hearing on the budget as submitted. At this time, all interested persons shall be given an opportunity to be heard, for or against the revenue estimates or any proposed appropriation therein.
   (B)   After the conclusion of the public hearing, the City Council may insert new items or may increase or decrease any items of the proposed budget, except items in proposed expenditures fixed by law or prescribed by § 33.29 (C). Where the Council increases the total proposed expenditures, it shall also increase the total anticipated revenue at least to equal the total proposed expenditures.
